The Minnesota Department of Human Services is seeking one full-time resource to work on assisting in senior consulting, architecture and leadership in QA Test Automation for multiple efforts within DHS including DHS/MNsure modernization, MPSE, METS, and some operational work.
The QA Resource will continue to work on efforts including (but not limited to) METS and system modernization projects. The QA Resource is expected to develop and execute automation plans and scripts for all phases of testing, communicate effectively, both verbally and written, with all resources involved in a project, and report defects in a timely and accurate fashion while managing multiple priorities and fostering an environment of team building and coordination. The Quality Assurance Automation Programmer/Developer will also mentor MNIT Quality Assurance and Business Analyst resources in Quality Assurance Best Practices and promote the MNIT@DHS Quality Assurance processes. It is the ongoing commitment of MN.IT to provide technology solutions that are reliable and flexible enough to meet fluctuating customer demand and increasing expectation of 7x24x365 system availability, all while decreasing ongoing support expenses. Resource must be able to work independently, with little or no supervision and must be able to drive to resolution in situations with high ambiguity and confusion. Resource will take direction from the Quality Assurance Lead/Supervisor. Resource must be available for forty (40) hour work weeks except for State holidays or other exceptions approved by DHS, and/or identified in the event response. The State anticipates that the resource will not have access to information that the Health Insurance Portability and Accountability Act classifies as "protected health information" and will not have access to information that the Minnesota Government Data Practices Act classifies as "not-public data" on individuals and therefore does not anticipate that vendor will need to enter a business associate or data sharing agreement with the State.
At a high level, the resource will provide senior quality assurance automation programmer/developer duties. For additional details on the request such as qualifications, tasks, and evaluation criteria, see the attachments found in the Buyer Attachment section of the Event.
Requirements:
· Five (5) years’ experience in Quality Assurance Automation Programmer/Developer role.
o A Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year.
· Two (2) engagements lasting more than three (3) years in Quality Assurance Automation Programmer/Developer role.
· Five (5) years’ of combined experience in Java and Selenium.
Preferred:
· Capacity to understand the QA processes and work in the software environment.
· Ability to communicate (verbally & written) test plans, expectations, updates, progress, issues, and successes in a timely & clear fashion if necessary.
· Experience and comprehensive knowledge of performance testing tools, procedures, web technologies including application servers and load balancing technologies.
· Ability to analyze and problem solve using the modern testing methodologies, SDLC etc.
· Ability to think beyond expectations of the QA process and think about how to improve the automation framework, or how automation integrates to SDLC.
· Ability to organize and prioritize features and test cases. And prioritize his/her activities so that testing goals are achieved.
· Experience in designing and developing an automation framework using page-object model.
· Experience with software development for large-scale applications and/or leading both performance and automation testing initiatives for large-scale implementation.
· Experience in using automated testing tools.
· Experience in database concepts and defect tracking tools.
· Knowledge of open-source QA performance and automation testing tools (i.e. Selenium, SoapUI, JMeter, etc.).
Experience in multiple programming languages and software development technologies such as Java, .NET, Python, SQL, etc.
Responsibilities:
· Design, develop and execute automated test scripts for complex, large-scale applications.
· Design test strategies, plans and scripts for large-scale applications and test suites.
· Manage & perform automated regression testing and keep track of all the new developments.
· Use issue tracking software to track and report problems.
· Produce evaluated test reports and take part in software walkthrough.
